Lake Victoria Basin is a very important resource for the five riparian countries: Uganda, Kenya, Tanzania, Rwanda and Burundi. The Lake Victoria Basin provides resources for fishing, agriculture, medicine, forestry, water transport and other economic activities. However, its surrounding is affected by population growth, urbanization, industrialization, increasing commercial activities and inadequate provision of sanitation services among others. These grossly affect the landscape and water resources around the lake. In this paper, a web based mobile application tools (MAT) prototype is presented. The system consists of web access, mobile access, web service handler, mobile service handler and a database. It can be used to mitigate communication challenges by enhancing stakeholder’s participation, information sharing and enforcement of laws by timely communication and coordination of activities of good governance. The test results confirm that the system is effective and can be used .

Since the Water Quality monitoring in the agricultural sector for irrigation activities is complex, this study focuses on investigating the contribution of existing Mobile applications for better monitoring and managing the irrigation water quality. The native platforms so-called 'Apps Stores' acted as a source for this study for revealing the contemporary status of mobile application users worldwide in the irrigation sector. This study narrow-down to a detailed study on the usage of Mobile applications for performing the irrigation activities in the Indian region. It reveals the immediate need for a significant number of mobile applications to enhance the farming activities by effective farmer's participation in India. Lastly, this review proposes the suggestions for new developments in the mobile applications for satisfying the target group with the support from the public and private sectors.

Mobile Phone (HP) is a mobile communication system that has been popular in the community in Jakarta. Because HP can be taken anywhere it is appropriate as a means of information dissemination. Flood is a very distressing event that the public, especially residents of Jakarta. Not just traffic jams everywhere, but also can stop the activities of the community.
